In the first chapter of "The Hunger Games," we are introduced to the dystopian world in which the story takes place. The country of Panem is a future version of the United States, where the Capitol, a wealthy and technologically advanced city, holds power over the rest of the nation. The Capitol is surrounded by 13 districts, each of which is responsible for producing a specific resource for the Capitol. However, the districts are impoverished and oppressed by the Capitol, and are not allowed to have any form of communication with one another.

The main character of the story, 16-year-old Katniss Everdeen, lives in District 12, the coal-mining district. She lives with her mother, who is a healer, and her younger sister, Primrose. Katniss's father died in a mining accident when she was young, and she has been the breadwinner for her family since then. She does this by illegally hunting and gathering in the nearby woods, which is strictly prohibited by the Capitol.

The Hunger Games are an annual event in which one boy and one girl from each district are chosen at random to participate in a brutal televised fight to the death. The games are a punishment for a rebellion that the districts attempted against the Capitol many years ago. Katniss's older sister, Primrose, is chosen to participate in the Hunger Games, and Katniss volunteers to take her place.

Katniss is joined by Peeta Mellark, a boy from her district who has always had a crush on her. Together, they are taken to the Capitol and prepared for the games by their stylist, Cinna. The Hunger Games are a highly publicized event, and the tributes are treated like celebrities in the Capitol. However, they are also under constant surveillance and are not allowed to leave their training facility.

As the games approach, Katniss and Peeta must fight for their lives against 23 other tributes, who have all been trained to kill. The two of them form an alliance with several other tributes, but ultimately, only one can survive. As the games begin, Katniss and Peeta must use all of their skills and cunning to outwit their opponents and survive the deadly arena.

Perhaps the devoted and loving prayers and the sacred tears of mortal beings have made their way towards the highest pity: and perhaps they were not great enough nor such as to merit eternal justice bending even a little from its course: but the benign king who governs the heavens through grace turns his eyes to the sacred place where one hung on the cross, breathing vengeance into the heart of the new Charlemagne, so that delay would hurt us, since Europe has sighed for it for many years: so he brings aid to his beloved spouse so that merely at his voice Babylon trembles, and stands amazed. What can he say who sighs because of love, if my new rhymes have given him fresh hope, hope that now, because of her, he loses? Cambridge, Massachusetts: Harvard University Press.
